Trash along the highway

Ladies/Gentelmen:
Daily we are required to clean up the trash that has been flung from cars passing our property on Highway 19. Each morning a new delivery of discarded remnants of someone’s meal at What-a-Burger, cigarette wrappers and butts, Bud Light and other beverage cans and numerous Styrofoam drink cups (among other items) sit waiting for us at our mailbox.
We know there is a $500 fine for littering on this roadway. Has anyone actually been arrested for littering? If so, perhaps publication of their names in the paper would be a deterrent and, in addition (or in lieu of the fine if they cannot afford it), they should be required to perform the community service of picking up litter along the road where they have violated the littering laws.
