MOULTRIE, Ga. — A Moultrie woman’s report of seeing too much of her male neighbor across the street from her work place led to police arresting him Monday on a public indecency charge.

The woman reported that she saw the man masturbating while he was watching her at the business in the 900 block of Fourth Avenue Northeast. Another man also reported seeing the activity while at that address.

The woman “provided me with video evidence of an elderly light-skinned male with a gray beard and slight gut exposing his penis and masturbating while staring directly at the camera,” which was located where the woman was sitting, an officer wrote in his report.

The woman and man who reported the incident identified a man at 910 Fourth Ave. N.E. as the person recorded on the video.

Police arrested Roberto Ruiz, 59, of that address and charged him with public indecency.
