City worker charged in probation scheme

MOULTRIE, Ga. — A Moultrie city employee was arrested on Tuesday after an investigation into allegations that he allowed probationers to shirk community service work in exchange for cash.
Keith Dewayne Sinclair, an equipment operator, was charged with filing false documents.
During the investigation police determined that several inmates were allowed to avoid performing court ordered community service hours to which they were sentenced, said Moultrie Police Department Lt. Freddie Williams.
“We received an anonymous complaint that he was accepting money from the probationers in lieu of them doing their community service,” Williams said.
As part of his responsibilities Sinclair, who has been terminated, supervised felony probationers who had been ordered to perform community service as part of their Colquitt County Superior Court sentences.
Police believe that at least three of the probationers were allowed to avoid community service work.
“It is an ongoing investigation and we recommend any probationer that paid him in lieu of completing their probation, they need to come forward,” Williams said.
Sinclair, 37, 1330 U.S. Hwy. 319 N., was released Tuesday on a $2,500 bond.
